Some of the most interesting, stimulating and thought provoking sessions at E.C.L.O.’s 13th International Conference, held in Prague in May 2006, were on the challenges of how to become benefits driven, service led and best value, in Public Sector organisations across Europe. Against a backdrop of the ‘permanent white water’ of political, economic and social change, Public Sector leaders and organisations seek to adapt to changing needs in an increasingly complex environment. E.C.L.O. is therefore delighted to announce, in partnership with Glasgow Caledonian University Business School and LifeTree, a one-day seminar entitled ’Creating the Capacity for Change in the Public Sector’, which will build on the lessons learned in Prague and further explore some of the key challenges more directly.
The seminar will be held in the modern complex of Glasgow Caledonian University Business School, Scotland on Thursday 14th September 2006. It will provide a great opportunity to exchange ideas, engage in reflection and be part of an established Community of Practice (CoP) committed to individual and organisational learning.
E.C.L.O. stands for unifying practice with theory, and as such, contributions are welcomed on personal experiences, academic case studies and knowledge sharing workshops.
SEMINAR OBJECTIVES
During this seminar we would like to explore
- Benchmarking learning and change, in the public sector (e.g. health, education, localgovernment etc.)
- Managing knowledge in the public sector
- The impact of political, economic and social dynamics on organisational learning and change
- Leadership and Management needed to support capacity building and people development
SEMINAR CONTRIBUTORS
E.C.L.O. warmly welcomes submissions from corporate practitioners, consultants, academics and researchers in the hope that, together, we can improve our understanding of the current challenges facing the Public Sector based on knowledge from past experiences which will inform and influence future directions and theories. We are also seeking a variety of practical demonstrations from organisations detailing what they have been implementing; the lessons they have learned; and any unresolved issues that require innovative ideas and methods for implementation. Presentations, which pay particular attention to defining the special qualities of learning leadership and how this influences the outcomes of the learning challenges, will be particularly welcome.
E.C.L.O. is interested in providing a forum for organisations that are experimenting with new ideas or piloting new tools and techniques and wish to gain constructive feedback.
Each session will last for a maximum of 45 minutes with time allocated for further discussion and knowledge exploration. For this initial call, we are seeking no more than 200 words indicating your interests, the format or methodology you propose, as well as your personal coordinates.
The deadline for this initial expression of interest is Friday 11th August 2006, when an
international committee consisting of representatives from the corporate, academic and
consultancy fields will assess all submissions. Please mark your submission clearly and provide the additional information (shown below) to help us ensure your input gets the best exposure and attendance.
- An academic paper detailing a theoretical or conceptual study
- A practitioner based case study to be shared and discussed
- A problem to be further explored with delegates
